The compliance tensor is a weighted directed graph where every node is a sovereign jurisdiction and every edge is a regulatory compliance corridor. Dijkstra's algorithm finds the minimum-cost path between any two jurisdictions for any asset class. The path is locked with a SHA-256 hash at genesis.
